The updated version of the Cargo Record Book for Ships Carrying Noxious Liquid Substances in Bulk (2nd Edition) has been in effect since January 1, 2007. It replaces the 1st edition from 1994 (6th impression 2002, ISBN 0115513825). This book is mandatory for vessels engaged in the transportation of bulk noxious liquid substances and conducting ballast operations. The requirement is outlined in regulation 36 of Annex I of the International Convention for the Prevention of Pollution from Ships, 1973, as amended by the Protocol of 1978 (MARPOL 73/78).
